The CC is a company car, meaning it was being used by a Pontiac employee or for other company purposes.
For the "HD lock" it is probably for hood pins, what model year is the car? I have never seen it as a factory installed option. The RPO code is a hint that it was not really an RPO: "MIS" probably means miscellaneous.
since it was a company car there is no dealer involved so perhaps they billed on the PHS for what would normally be a dealer addition. Especially since they call it a package which usually refers to an accessory package.
