There's no real reason to run reduced tire pressure with snows or any tire, the only time that helps is on sand where it keeps the vehicle from sinking into it.

Actually, running the pressure low on dry pavement can be dangerous (remember the Explorer tire problems?) because it causes heat build-up. The potential's greater with snows due to tread squirm. I'd run the pressure relatively high to increase the tread bite and improve handling, as well as being safer.
