Hmm, did you remove the black factory E coat or just scuff it? Maybe the basecoat reacted with the factory primer? Did the wrinkling occur on the 1st basecoat or further into the coats? Could be many different things. If the Ecoat on the repop fender was a lacquer base then basecoat could react. Wax and Grease remover should be wiped off the panel before it dries as the residue left on the panel could cause problems. (ie. fisheyes) I'd say let it dry and scuff wrinkles down and reapply mist coats of color. irgoatmike
