Default New Project and have some questions about panel patching

Hi All -

Thanks in advance for everyones help. I'm thinking about buying a project that's pretty solid except for the lower rear quarters there is a 3 by 6 inch spot that is very small bubbles - no filler but rust lurking underneath on each side and a silver dollar sized spot on the rockers right below the rear door corner that has some pin holes. Also the rear wheel lip is showing very small spot just starting. I don't have the knowledge to fix it myself other than all the post I've read that almost makes me think I can do it - but I lack a welder and skills. Anyway, what is the ballpark for that sort of work? just for labor?

Second, what can I do to help get the cost of an all over paint jonb down other than remove trim, bumpers and the obvious? Would stripping the paint be worthwhile savings? Do you need a lot of experince in blocking or is it something a body guy could show me to help out with the prep and save money? It's not that I'm cheap - just short of money and would really like to learn.

Lastly, if anyone know's of someone in central ohio area that does this sort of work let me know.
