I think it should be painted just like the rest of the car. You'll probably have to scuff it up a bit before gluing the top on. That's what I THINK is the right way anyhow.
Back when these cars were made, they just barely fogged any paint on the roof area if the car was scheduled to recieve a vinyl top. Just overspray really.
That's probably why they started rusting within a few years of leaving the dealership.
