The RPM will fit, nice intake.
I have a friend with 16s on his 400. Took a little bit of doing to get the timing dialed in so that it wouldn't ping under full throttle. I'll see if I can get his timing specs for you, it would at least give you a good starting point.
I'm in the middle of a head swap myself [to KREs], lot of work but you should find it worthwhile.
Also, you'll have to run premium gas with the 16s.
