You´re correct, Carter never made RamAir units.
#37489 between plates indicates an aftermarket Carter Q-jet replacement unit.
It, may have started it´s life as a Carter 4987S or 4988S.
I have a NOS 4887S with cast "3" beneith fuel inlet and #37478 stamped between plates.
These units also have the early (1969-70) POE-system, two holes in the back wall of choke housing, under choke blade, serving dual purpose as choke enrichment/high speed enrichment and secondary main well airbleeds.
RA units do not have the POE system.
