71 Formula, your transmission guy is an idiot, or he's hoping you are.
When low is selected, oil travels directly behind the reverse servo from the manual valve. There is drive oil at the front side of the servo via the 1-2 accumulator control valve, reducing the apply area to that of the 1-2 accumulator bore diameter. So, there is a much smaller apply area than in reverse, but the band shape or servo pin length isn't going to stop low from happening.
I don't have a guess at this point, there's more wrong here than meets the eye.
