Hood was wrinkled at the tip and he claimed the car had been running a Ram Air V. Don't even recall if he ran the car with the RAV or a previous owner had done so.

I did see an auto/AC car with idiot lights & std interior in southern new Jersey but we were not collecting VINs back then. I stopped to see it while driving to NY for Christmas one year, also mid 80s. Can't recall the guy's name.

The guy in Georgia you may be thinking of was a guy in Atlanta area who had three clone TA convertibles for sale in Hemmings around the mid-80s, one of which was the car built here in Orlando, Don Miller's car previously (which was a 40-B car with black std interior, but a real 400 car supposedly, maybe even a 400HO car). Never hooked up with him.
Don did 2 cars that were fakes made from a real hardtop that was rusty.Sad part was one of the cars was a true 400HO convertible.
