Jim, I had a very similiar situation with buying some parts. Pay Pal was USELESS, the only recourse I had was through my credit card company.
I did contact my local Sheriff's office, and filed charges against the guy. Which they pursued until my Credit Card company reimbursed me for the losses. I still don't understand why they dropped the charges just because my Credit Card company stepped up. Didn't a crime still take place?
Plenty of guys out there doing this sort of thing. My purchase was through E-Bay. So I logged on to his other auctions and made high bids on them so I won them, then REFUSED to pay for the items until my first purchase was delivered. This also allowed me to post NEGATIVE feedback.
That probably wasn't the "politically" correct thing to do, but at least I knocked his feedback rating down to 78 percent in short order, and he ended up making his feedback "private", then ditching the account all together......Cliff
