I could be all wet, but it might actually read TAG.
I have copies of several '64 Pontiac Plant Manifests that would say, as example, "TAG SMITH" or "TAG JONES". These notations were typed on the '64 record, not handwritten.
I always assumed this meant the car was a Dealer ordered car presold to a specific customer. Alternately or additionally, some of the "TAG" '64s seemed to be destined for a specific Pontiac Zone employee, as a Company Car.
Such builds might have been given a higher priority in order sequencing which is why they might have gotten the "TAG" notation.
The fact it is handwritten on the '70 Building Order document may just suggest that the method of identifying the car as a "TAG" build had changed, but the meaning was likely same as in '64.
I certainly agree that it appears to read "TAC" but the examples I've seen appear to be the handwriting of a single guy, so perhaps just his sloppy handwriting corrupting the interpretation.
Since I am not really certain what a "TAG" notation meant in '64, I can't be confident of what the handwritten notation might mean in '70. But I suspect a good possibility that they are related.
