Vic, Turbos need LOAD as your test runs prove to spool properly.
Take some gear out of the driveline. Drop the rear gear ratio by a bit
like 3.55 gears. The car's street manners will improve greatly and the
extra load on the engine/turbo will allow making boost in fist gear at lower rpm.
People with lots of gears in the trans rarely put enough load on the turbo to make it work properly unless the vehicle is a semi.
