I just checked out majestic turbo. He only lists a 1.34 A/R for the turbine, but I think you could get much more low end boost if you exchanged your ex housing for something around 1.0 or 0.9. If you're not approaching 1000 hp, then your losing a lot of low boost.
Its like choosing a 7000rpm cam, but shifting at 5500rpm. You never see the cam's real potential, and the high rpm cam is costing you low end torque. I think an exhaust housing change is a pretty simple event, if you can find the right one.
