Anything "can" be fixed; the question is whether it's worth the time, money, effort, and enthusiasm.
I don't like what I see in the photos; and I wouldn't use those parts as my first choice. On the other hand, the welded areas are not in heavily-stressed areas of the block. And the restrictors are a drill-bit away from being gone--or--effectively gone.
In particular, after having a "Learning Experience" with some Oldsmobile heads, I am now at the point where I have a very hard time justifying repair to OEM head castings; it's worth some extra money to me to scrap 'em and start fresh with aftermarket aluminum heads. I got lucky, my Olds heads did end up being usable and water-tight--but--it could easily have gone the other way. So now I have 1/2 the cost of aluminum heads invested in compromised castings--and--the front of the car is too damn heavy anyway. What was I thinking?
