I'm pretty sure they were.
My recollection is that they had to be kept for 10 years; that they were a "discoverable document" during any legal/recall investigations against GM and could be used as evidence in a court of law.
At least that's what I think I remember from my days at Chevrolet Flint Assembly (1979-1986) -
