I put two coats of DryLock on the walls and a tile floor when I finished mine and it is still damp in the basement during the summer.
I don't think it's due to moisture intrusion as such; my sump system is working and I know I have a plastic moisture barrier under the slab. i think since the temp in the basement is typically lower than the air temp outside, the relative humidity levels outside during the summer can be in the 80's and 90's so in the cooler temps in the basement the RH gets higher.
I have a dehumidifier with a digital display and when I turn it on it shows high 60's but after running for 24 hours or so it's down below 50, and it feels very comfortable.
So in my case, even with proper techniques used, I think a DH will need to be used.
