From what I have read this valve only affects the AC when it is on high, otherwise it does nothing. I've also read that the later 71's didn't come with the heater control valves.
I have a couple of questions.
Do I need to replace this valve or will everything function well without it?
If I don't replace it, do I just plug the vaccum line that ran to it?

In the MAX a/c mode it closes off water to the heater core to allow the outlet ait temp to be cooler without a hot heater core giving off heat.
If the valve is leaking it would need to be replaced or bypassed.
