If you primed with epoxy or any other type of 2k primer,you'll probably be okay stripping down to the primer.if you used lacquer primer,I'd take that off,too,as the same problems you are having with the lacquer topcoat will,sooner or later,develop with the primer.Sounds like the lacquer has already gotten "short"on you.On the possible bright side,it may sand off alot easier than you think.might be worth a try.good luck.
