There should be a black and yellow wire, that's hot with the ignition switch on, going to the wiper motor. The wiper switch makes the ground path to complete the circuit and make the wiper motor run. So with wipers off, all terminals at the wiper motor should test hot. Kind of backwards to how most things work on these cars.
To start you've got to get power to the wiper motor. So check both ends of the wiper fuse and fuse terminal clips for power with ignition switch on. Could be fuse box terminals not making good contact with fuse, bad fuse, then it'll be power to and from the fuse box needing checked. Power to the fuse comes from ignition switch. Power leaves the fuse box and goes through firewall bulkhead connector to the wiper motor.
