it does go in that location, but maybe you're confused because it goes between the block and the exhaust manifold. it mounts on one of the studded head bolts. When originally installed there was a fiber boot that seperated the wire from contacting the metal tube. Properly installed you're wiring will not melt!
tough to see through the grime but here's a picture. the tab is mounted under that nut that also holds the preheater shroud
