Yup can do it with top material on. Raise the top till tension is off the vinyl. From inside you can get a small 1/4" ratchet in there. You may have to take the spring off of the handle, gets in the way sometimes. Loosen both sides and push, then tighten down. Try to do this when the car is out in the sun, will help stretch the top. If that is not enough, you may even be able to undo the vinyl from the header (if is enough) move again and re-staple to tack strips.
