He's probably not an hourly employee; he's likely the supervisor for that area. Evidently he is trying to (quickly) make a repair that both the operator and the repair person missed, possibly because they were not familiar with the "new" content.
Anytime you see "neckties" working on the line that means something is
very wrong!
