Instrument lamp fuse is only hot when the lights are turned on, and has nothing to do with turn signals.

Probe fuses again with a test light and make sure power is on both ends of fuses and clips/holders. New fuses are notorious for looking good but not making good contact in the end caps. Some can even 'test' good 'with a light' but not let enough current through.

About the only way to have a wiring problem would've been to had too strong a fuse in the box and then shorted out a hot wire.

X2 on what 2002Z4CSS said. Turn and hazard are on different fuses.
Seperate fuses and seperate flashers.
