I hate to complain about the pic, but it's a little hard to read at that angle on my computer screen.
If it says "PON" (which it looks like it does) and the VIN has a "P" in it, then the car was absolutely built in Pontiac. It would seem to me that PHS would have the build info (even if the car was built in Pontiac for Canadian sale/usage).
Perhaps there was a misunderstanding/miscommunication when you asked them back in '91. I'd ask again and see what they say.
Please report back here if you find anything out, because I'd be interested to know.

Edit: Can you post pictures of the build sheet, too? (Just cover the last portion of the VIN and any key codes)
