If it says "PON" (which it looks like it does) and the VIN has a "P" in it, then the car was absolutely built in Pontiac. It would seem to me that PHS would have the build info (even if the car was built in Pontiac for Canadian sale/usage).
Perhaps there was a misunderstanding/miscommunication when you asked them back in '91. I'd ask again and see what they say.

Edit: Can you post pictures of the build sheet, too? (Just cover the last portion of the VIN and any key codes)

Well, I talked to them on the phone back then, explained everything to them, including the fact it had the P in the vin and the code on the cowl tag...lol....Ill have to try them again, maybe they have info now. I'll try and copy the buildsheet later today, but its damn fuzzy...maybe i can get the wifey to try to clear it up on the comp...she's a guru...lol...but heres some of the GM of Canada paperwork they sent me....
