I see a groove in the retainer showing that you may be correct as far as a turn needed to remove correctly. If so, looking from outside the column at the lever, to loosen, you would turn clockwise unlock then remove, however, I don't remember ever doing so to remove broken ones. For sure on the unit pictured , I simply popped the broken piece with an awl. The replacemnet lever had no issues in it but had sold the lever since.
