Yes but unless there's a problem with it (check engine light coming on) you won't be gaining anything by removing it.
Earlier dual jet carb, and an earlier distributor with vacuum advance will negate it. If you do that and remove the ECM you'll lose the lockup in the torque converter. If it is all working I would leave it alone as you'll get better mileage with it, than taking it off.
You could remove the catalyst and still have the CCC operational and perhaps lose a little back pressure on the exhaust side, but I would leave the O2 sensor connected as it adjusts the fuel air mixture for the CCC.
