I had this issue with my bird. The flasher wouldn't flash, lights just stayed on. I pulled the flasher unit from under the dash hooked up aligator clips and shorted it across my battery. This would make it flash.
Then I put a tail light bulb in line with it, the bulb light came on but again the flasher wouldn't flash. So I added a 2nd bulb and it still wouldn't flash even with both filiments on both bulbs light. This is how I determined flasher was bad.
After I replaced the flasher the gauge cluster light wasn't working but the blinkers outside the car were. This ended up being a ground issue.
