Not necessarily. I'm not convinced all the plants built in VIN order.
They definitely would have been "grouped" (ie, for the most part VINs that were close would have been nearby) but not necessarily one right after the other.
Additionally, for plants that built multiple models and nameplates (ie, Chevy, Pont, Olds) those models and nameplates usually have a different VIN prefix and (potentially) serial number sequence - so - you wouldn't know if your car was immediately followed by an Olds or Chevy and then his car (for example).
