I initially thought it might be for tires or spare tire/wheel.
Looking at Eric's blank Build Sheets it hard to say.
I don't have many 68 sheets that are legible, I have one for 69 which doesn't match Eric's 69 sheet though.
Evidently different plants had different styles.
(Mine is an Arlington car)
A lot of my 69 sheets show NG-5 in 74.
