actually, they don't tie a rope round their "boyz". they DO put a rope around em just in front of their hind quarters (back legs). referred to as the "Flank rope." It just enhances the kick of the bull - it is annoying and bothersome, and he's trying to kick it loose. that's why a lot of times you'll see a bull continue to kick some, after the rider is off his back.

there's one bull famous at the arena I been ridin at, called "The Beast" (stock number 666), and I swear he could jump over my head, with a rider on his back. no kidding, his feet probably would clear a 4' hurdle. that bull gets up. I've never seen him rode more than 2 jumps. (never more than 4 seconds). he has been rode i've been told, but very very few times. I'll see if I can get a pic up of ol Beast.
