360* would be a full revolution which means you're referring to the same cylinder. 180* is only half of a revolution which means one cylinder is directly opposite of the other. If you stand facing north and make a 360* turn your still facing north. So 180* headers means if the #1 cylinder fires 180* away is #7 which would be where that header tube attaches.
