Sounds like you might have chafed wires or a grounding issue. I would trace the wires of the Tach, Pwr windows, fuel gauge, and voltmeter and see if there might be cuts or breakes in the wiring. Look at your ground on the back of your instrument panel to see if it is loose. I by no means am an electrician. I'm sure that someone who is will jump in shortly.
