400s had AFBs in 67 and all the ones I worked on must have had 400s. I honestly don't know if 428s did or not as I guess I never had the occasion to work on one. I honestly didn't catch the 428 part in the post and the original poster (stevep) doesn't differentiate his engine.
Upon researching the subject the 428s did have Q Jets, sorry I missed the reference in the second posters (perryka) first post. Sorry for the confusion.
