For some years, yes.
But there was that rebodied Pinto era Mustang that from 1974 - 1981 that the HiPo engine option was less than 140 HP or less. The majority of Mustangs built in this era were under 105 HP - and in 1974 that was the best you could get...
Over the same time period, the HiPo Camaro had at least 155HP and as much as 245HP.
