I tried powder coating once. The coating got spots on it over time that I couldn't get out. Also, when powder coating you have no real opportunity to fill in imperfections. And then there is the fact that, as noted above, the powder doesn't get down into the crevice between the inner and outer wheel.... which eventually bleeds rust if they see any water.
My last couple I've taken in to have dip stripped than e-coated. Then I start the "bodywork" and paint them. No more powder for me...
