To PHS the VIN go ahead and submit the 28Z112472. PHS can pull the complete VIN PHS off just that info.
I agree with some of the thoughts above. The 69 T/A probably was in the shop so long because there was some haggling going on. Either between the T/A owner and the dealer, or the dealer and the factory. Somebody did now want to cover the warranty with an SR block. Or the SR block came in, then went out the back door and the '68 WS gets installed in the T/A instead.
Either way, congrats on getting the WS.
