I've used red oxside primer before I painted the heads but they have to be comlpetly clean, but the center exhaust ports will always burn off the paint to some degree. It gets extra hot there because of the 2 ports together. Almost no way to stop it except not to start the engine. I'd go talk to a powder coater to see it they have anything that will not burn off, but I don't know of any sure way to stop some burn off.
