I've used it and have never had any problems with it welded on it after stripping the rust and it welds fine. It's the same system used by the commercial rust stripping services (Redi Strip) and I had the subframe stripped on my 73 T/A in the late 70s with no ill effects. It's just a plating procedure with polarity reversed and plating parts has no ill effects on parts. It is used on tools and machinery to remove rust so I can't see where it would have any effect on the parent metal in any way.
The process is used by archeologists to clean ferrous metals when found in the soil so it is very delicate to the parent metal and will preserve details much better than any acid based cleaning which will remove metal from the rusted object.
