I use a green scouring pad and any dish soap. I don't have tough hands either, and I use one multiple times per day if I'm working on dirty car parts. In fact, if you don't have cracks and coarse skin it works better at cleaning.
The green scouring pads are fairly abrasive when they're brand new. I wrap it around each finger and twist back and forth like an Indian Burn. I use lighter action on forearms than hands. I use lighter action when they're brand new too.
I got a small nylon fingernail brush from NAPA from the Ballcamp line when it's needed.

Scouring pad. It exfoliates too.
