Bingo! You and others speak the truth, what we have here is an owner problem not a dog problem. There is a little dog across the street from me that seems to think he's doing a good job protecting his master's house by barking his head off at the sight of any person or any animal. The dog is being incorrectly rewarded for BAD BEHAVIOR
