Yes, I've also seen that cruise vacuum actuator on the firewall like that on 77-78 Pontiac 400 firebirds/TA's. I don't know about earlier ones. The Olds 403's have it on the intake.
I've heard that the 4 speed cars weren't offered with cruise, but don't know how true it is. If is it true, then there was no cruise on 79 TA with 400's, since all of them were 4 speeds.
