Cars orders are distributed to the final assembly plants only roughly based on geography. Certain plants only build certain option combinations, so if one of those options is selected it can send the order to a more remote assembly plant.

Orders are also distributed based on production volume (to level the workload at the plants) and the urgency of build (bigger hurry = closer plant).
