That's exactly what is going on there. The end goal was to have radical wheel flares that extended into the door panel. The slits in the door skin are to allow for increased surface area so the door will still fill the hole between fender & quarter.
The guy probably realized he was in over his head on the fabrication and decided to bail out.
Not sure if this side has fender work completed.
