The repop bumpers do slope upward below the taillights but those TL housings are way out of whack. Goatless has it right - straighten them out first then go for best fit on the bumper. It won't be perfect but could be WAY better than that unless it's been hit. (I realize that is not your car)
I finally got tired of looking at mine and had my original bumper rechromed at 3X the cost of the repop; but you get what you pay for.
