Windshield Urethane works great for this! I used it on my '64 where the factory sealant had loosened. You only need a small hole in the applicator tip.

Simply push the hood sheet metal up away from the bracing, squirt a small amount of urethane into the opening, repeat for each "donut" that's loose. I've not had any of these come loose after doing this two years ago.

Some said this was going to pull dimples into the sheet metal due to the strength of the urethane, but I see no way this could happen.
