My dad.
I'm not making excuses for the guy in the original post, but in Dad's case: he was physically ill. Pretty hard to get motivated to wash the car when you feel like crap every day.
The car sat right there with a layer of dust on it my entire growing up years (4656.2 miles on it). I'd push it out every so often, wash it off, and drag it back in the garage until, as an adult, he let me keep it at my house.
It sits now as a cherished keepsake; a testament to his procrastination.
