Your PB 6486810 is correct for the '71 455 HO GTO w/o RA. The decal is a vinyl/paper and shrinks over time leaving the glue residue. I don't think the non-RA units received the lid decal.
The RC 6486681 should be the std 400/455 4 bbl air cleaners decal.
