As for buying sight unseen most of my cars over 30 yearswere aquired that way including 5 of 6 of my current ones. Living in the epicenter of the Canadian rust belt make that a given. Even today there are very few clean cars here but it's better than in the 80's since at least today there are an accumulation of imported cars.
I must say I never got burned, 20% were better than expected, 70% as expected and only 10% below expectations. But never did I feel burned.
What matters is body! (assuming you are not buying a big buck car where numbers match is a big deal). So long as the car doesn't turn out to be a rotted or bashed the rest is just time.
