In West Virginia you can check availability on the DMV website prior to applying. As I was trying to decide whether to buy the Black Car or not the availability of this plate was the final decision maker. I kept trying to find a way to talk myself out of the purchase. Ultimately, I told myself that if this plate was available then the deal was meant to be. It was and I did.
